Obviously you can't use the PA directly in the 7609, although I can confirm
that this works with PA-MC-STM1 in a FlexWAN module.  There's no Chan-STM1
OSM for the 7600s (that I know of) - there is an STM4 module than
channelises all the way down to DS0, it's a nice flexible card, but it's not
cheap, and I doubt your carrier will present you with an STM4 for 16 E1s
without making you pay heavily ;)
