[c-nsp] rx_cell_lost errors?

If the telco drops cells due to telco switch congestion / traffic 
policing, will that cause rx_cell_lost to increment? Cisco docs are 
ambiguous about the issue and very vaguely imply "no".

so is rx_cell_lost a telco congestion issue or a noisy/bad 
cabling/transmission issue?

Interface ATM1/0 is up
Hardware is ENHANCED ATM PA - DS3 (45000Kbps)
