[c-nsp] Limit traffic for each PC

Hello,

I did traffic shaping (at last) and have one more problem...

Suppose following topology:

Cisco Router
      |
   Switch
   |    |
   PC   PC

When I set a target rate to 128000 bps, *sum* of traffic from both PCs 
will be limited to 128 kbps. How to configure the router in the way that 
each of users will be *separately* limited to 128 kbps (so that two PCs 
can download sth with the speed of 128 kbps)? Do I have to make separate 
ACL for each PC?
