[c-nsp] 2940 VLAN Limit?

Hi,
The 2940 data sheet says up to 128 VLANs are supported and the entire
range of 4096. Currently a switch I'm working with has 16 VLANs
configured. The switch won't allow me to configure another vlan.
When I try it spits out the following error message:

"Proposed configuration has too many VLANs for this device's core memory
resources.  Either reduce the number of VLANs proposed or use another
VTP device to configure database.  (The latter will cause this device to
enter TRANSPARENT mode automatically if propagated to it.)
APPLY VLAN changes failed."

Some relevant switch info:

show vlan sum
Number of existing VLANs           : 16
 Number of existing VTP VLANs      : 16
 Number of existing extended VLANs : 0
