[c-nsp] Platforms for Rate Limit

This is a very good question, and i myself have this same issue. We have
colocation customers and we need to rate-limit just about every port. Or
maybe is a better solution to do this.

We also have a Cat6504-E with Sup32 that we would like to rate-limi with,
is there also a 9 policer limitation also on this platform?
