[c-nsp] eBGP Multipath

I have 2 eBGP peers from a 6500. I am trying to load balance over the
default route. But it is only choosing one, I set maximum-paths to 2 and
disabled comparison of the RouterID.

What else can I be missing? 

Everything seems to match in terms of metrics etc, but the link above
says that it will not multipath via two different AS neighbors via this
method.
