[c-nsp] 6500 Defects Anyone?

WS-X6348 hangups on arbitrary ports, never quite resolved, doesn't see
ARP from the other end (but other end sees the 6500) and traffic stops
until power-cycled. or OIRed.

Sup2 vapor-locks for ~10 mins when adjusting policy routes (aggravated
by phasing in new upstream rather than forklift replacement).

Otherwise they've been pretty solid here.
