[c-nsp] SUP2/MSFC2 high CPU

Hi,

Some 2-3 weeks ago I noticed that CPU usage on SUP2/MSFC2 jumped from
normal 10-15% to 50%. I see a lot of CPU is used in IP Input process.

Nothing was changed in software/hardware at that time, and even router
was up for almost half a year. Reboot did not help, CPU usage is about
50% again.

Could you help to trace problem?
