There is another way.

Ask each ISP to each to do a fallback GRE tunnel terminated at the CPE's 
other connection to the router.

You could also evolve this by arranging the tunnels with a third ISP if 
neither ISP is cooperative.

In such a situation, you would use the third ISP's /29, which would be 
balanced and redundant across both links.

Use policy routing so that only /29 traffic needs to be routed over the 
tunnel, the rest can be natted directly at the CPE. Hint: route-map and 
match interface.
