Not entirely.  Support for the Annex-M was new in 12.4(11)XJ but was 
subsequently integrated into 12.4(15)T, and therefore will almost certainly be 
in the upcoming 12.5 mainline.

So 12.4(15)T1 should be worth trying and may in some ways be preferable to a 
branch release like XJ.
