It is a combination of both.

The 877-M model contains the hardware capable of Annex M, and IOS 12.4(11)
XJ2 minimum contains the software support for it. You dont need Advanced IP,
Advanced Security will be fine.

But it is not as simple as putting a new IOS image onto an existing 877.
