[c-nsp] Use of "name" parameter on "ip route"

I like that use best. A digital sticky note.

ip route 192.0.2.1 255.255.255.255 Null0 name BOGON-NEXTHOP

But the other day, I had an OIR event. When the interface config and 
dependent routes came back, the statics were mysteriously missing their 
names. :-(
