The CPU SDRAM will serve to hold things such as the Linecard's running 
microcode datastore and the linecard's FIB (i.e in distributed CEF 
operation)

The Packet SDRAM will provide shared memory for packet buffers to store 
incoming packets from the interfaces, ready to be forwarded via a 
switching mechanism by the linecard processors. I believe its also used 
for some queuing mechanisms.

Think of it as:

CPU SDRAM = FIB
Packet SDRAM = packets
