[c-nsp] traffic shaping on 7600 sip-400 2xge spa.

Currently I'm trying to shape on dot1q's in a 7604, I can mark and the
traffic is working just fine, however I'm unable to shape to the rates
specified in my policies. Suggestions are appreciated. My config is as
follows.
