[c-nsp] Booting 7513 off ATA flash

IIRC it's:

75xx_bottom(boot)(config)#boot bootldr ?
  bootflash:  URL of the Boot helper image
  disk0:      URL of the Boot helper image
  disk1:      URL of the Boot helper image
  flash:      URL of the Boot helper image
  slot0:      URL of the Boot helper image
  slot1:      URL of the Boot helper image

and point it to the bootflash: boot image.

It should boot it first.

I think the RSP16's tried to bypass that to boot faster and go directly
to the disk from rommon.
