[c-nsp] Booting 7513 off ATA flash

I'll suggest to do the following to bypass this issue:

1. install in slot0: a standard pcmcia flash card with some basic IOS that
is aware of ATA FLASH disks (12.2.x at minimum).  
2. install in disk1: your ATA DISK.  Put here the desired image to load
3. in global configuration mode instruct your router to boot first from the
disk1: device.
4. save & reload

This should help you to bypass the issue.  The RSP will be unable to boot
first from disk1:, but he will boot from slot0: the basic image, then the
IOS will determine from the config that it has to boot the image from disk1:
so he will continue the booting process with the right image.

This scenario is working fine for me with both RSP4 and RSP4+.

Not sure then.

Try to reformat the flash disk and copy the image again.

The timing issue was the only thing I knew of.
