Which method of GR have you enabled ISIS for ?   We have two modes 1.
Checkpointing 
and 2. ietf GR method using TLV 211.  Additional info. can be found on

How do I restart (any restart related commands) the ISIS to verify the
graceful restart behaviour?
'clear isis *" command does not perform a graceful restart?
