[c-nsp] ATM Switch or Router?

Here is the scenario:

DSL is on a 7206 Router (Distribution Router for the Network) with a
8T1IMA Card. Have a DS-3 ATM card available for growth.
We have T-1s to customers on this router, Ethernet L3 stuff, Private
Line VLANs, and local peering not upstream. Goal is to separate DSL and
T-1s from the main distribution router

   1. using an ATM Switch to handle the T-1 and IMA circuits and keep
the other services on the distribution router?
   2. using another 7206/7204 to handle the T-1 and IMA circuits and
keep the others on the distribution router?

What would you recommend? Any advice is appreciated. Also the QoS stuff
takes place at the router as well and very little at the switch / access
level.
