[c-nsp] ATOM over CsC ?

In CsC you have a contigous LSP between PEs (when customer provider
offers L3VPN) and MP-BGP assings VRF labels. When you are using AToM
LDP will take place of BGP and assigns VC labels. So, you have the
same concept.
