It can certainly perform the necessary label swapping (with a suitable
Sup720), and other people have reported that it works well as a P router.
If your needs are met by a 7609 as P router, it doesn't really matter if
Cisco would like you to buy a more expensive box :-)

Both are important. An M7i might work just fine as a P router depending
on your requirements - but it obviously wouldn't do the job if you need a
highly redundant box with multiple 10Gig interfaces.
