TAC simply said that the modular code wasn't ready, and that I should go
monolithic before troubleshooting further.  That solved the spikes/loss,
so the case was closed.  FYI, that was 12.2.SXF18 modular.  In the lab,
I saw similar results with all the modular SXF releases...they seemed to
correlate with snmp polling (I was running cacti against it).
