[c-nsp] CEF Load balancing over Etherchannel (3750)

This doesn't work on 3750.  I tried.  Also tried changing cef algorithm
to universal 1 and also universal with some random hex... Apparently
even the src-ip follows the same rule as the CEF load balancing.
Too bad we can't change per port channel balancing :P
