[c-nsp] LDP label allocation modes

I'm trying to understand MPLS/LDP behavior on 7600 and figure out what I can
do and what I can't. Doing the same thing with Juniper M320 and I'm trying
to note the difference in behavior and figure out which implementation would
fit our customer better.
