Am I missing part of the question here?

You can run BGP fine in an addresses family - I do this all the time for
vrf-lite on CEs with a session to the PE in each VRF for each VPN.  I
think it still creates the vpnv4 address family, but you don't have to
configure any peers in it.

The commands are slightly confusing in this instance though, it *is* still
'show ip bgp vpnv4 vrf ...' to show the bgp table for the VRF, even though
you're not using the VPNV4 session.
