Can I just ask why you would want to do this?
unless you are using passive/auto-peer, you need to have neighbors
configured both sides to form an adjacency, the transport addresses
also, surprisingly, need to be reachable :)

If you are indeed doing passive/autopeer and have a /good/ reason for
doing this, how about using ACLs or at the very least MD5 passwords.
