No it's not. All "T" (H)WICs are for serial interfaces, which is *not*
the same as a T1/E1. To use this type of (H)WIC you need a serialized
interface from your leased line provider and a suitable cable. The
connector types commonly used on serial interaces are V.35 and X.21.

BTW, on serial interfaces there are no "controller e1" stanzas, see
