IPv6 neighbor discovery is an integral part of IPv6 over multiaccess
networks, and *can not* be disabled.  ND is to IPv6 what ARP is to IPv4.

"ipv6 nd suppress-ra" turns off router advertisements, but that's a
completely different thing.  Both ICMP, but different sorts :-)
