For IOS, it first became available in 12.2(33)SRE.

For IOS XR, it cam in 3.9.1 for the CRS, and will perhaps 
come in 4.2.0 for the ASR9000.

From the release notes for IOS and IOS XR, it looks like 
that implementation doesn't support PIM-SM, only PIM-SSM.
