[c-nsp] ICMP Mask Requests on 6500

In our case they are broadcast requests. I'm 99.9% sure it's a bug
since we can see the requests coming in but the 6504 does not reply.
If we move the connection over to an old 7513 (is that redundant?) all
is well.
