[c-nsp] Outbound drops on ME-3600X-24FS-M microbursts

Microburst is the culprit as it has been suggested in the first email.
Default queue-limit is 100 us which is not sufficient to accommodate
10Gig burst. However you can increase the queue-limit up to maximum
queue-limit of 492 KB or 3932 us.
The reason it does not allow queue-limit policy on the main interface is
due to the 3 level hierarchy support, Port, vlan and PHB.
Queuing can only be done at the PHB level.
By default it treats the interface as port hence policy is rejected.
You can use the following policy to achieve the same.

policy-map leaf
class class-default
queue-limit xxxxx bytes

policy-map logical
class class-default
service-policy leaf

policy-map root
class class-default
service-policy logical

The only reliable method we've found to mitigate OutDiscards on the
ME36/3800 platform when coming from the 10G to the 1G interfaces has
been to set a queue-limit per class.

The command will be rejected if you just try to use a default class,
thus why the config includes the COS_ZERO portion.

I have a ME-3600X-24FS-M with a 10GE interface facing an LTE core
network and a 1GE interface to a remote node.
The client wants to achieve 50Mbps on a single tcp session with an RTT
of 50ms, so the BDP is about 300KB, however the congestion window seems
to be stuck at around 44KB due to packet drops due to the microbursts.

The offending interface appears to be:

We increased the output queue but still getting drops, any tips?
