What about at LNS for the inbound (Client download) traffic?

This is my config and it works fine
 
vpdn-group 1
request-dialin
protocol l2tp
domain me.com
initiate-to ip 192.168.50.50
local name me
l2tp tunnel password 0 password
l2tp tunnel receive-window 10
ip tos reflect
