[c-nsp] IP SLA configuration

I know I shouldn't be trying anything new at the end of Friday before a
long weekend, but...

I am trying to configure IP SLA to track a static route.  2821 router,
IOS 15.1.4(M)4, IP Base license.  First time I am trying to do this on
15.1.  Previous experience and TAC documentation say IP SLA gets
configured with the "ip sla operation-number", etc.  I don't have that
option:

obmsc-bill-edge1(config)#ip sla ?
  key-chain  Use MD5 Authentication for IP SLAs Control Messages
  responder  Enable IP SLAs Responder
  server     IPPM server configuration

Can someone clue me in please?
