If this includes MPLS and VRFs, did you enable "label-allocation-mode 
per-vrf" under the "vrf" config under "router bgp"?

I am not sure about the exact failure scenario was, but I know people who 
was hit by this being required and things would silently fail if it wasn't 
configured.
