A heavy-handed approach (should only be used if you don't have any sort 
of QOS policy in place (traffic all in the default queue)):

  wrr-queue bandwidth 100 25 25
  wrr-queue queue-limit 90 5 5
  wrr-queue threshold 1 100 100 100 100 100 100 100 100
  wrr-queue random-detect min-threshold 1 90 90 90 90 90 90 90 90
  wrr-queue random-detect max-threshold 1 100 100 100 100 100 100 100 100
