[c-nsp] troubleshooting 'sh tcp'

Hi all, here is my 'sh tcp' result:

iss: 4184956584  snduna: 4185668671  sndnxt: 4185668671     sndwnd: 65535
irs: 2978590860  rcvnxt: 2978700636  rcvwnd:      16346 delrcvwnd:     38

SRTT: 300 ms, RTTO: 303 ms, RTV: 3 ms, KRTT: 0 ms
minRTT: 0 ms, maxRTT: 508 ms, ACK hold: 200 ms
Status Flags: passive open, gen tcbs
Option Flags: nagle
IP Precedence value : 6


the distance between my bgp router and peer router is near, and i think 
the RTT will < 200ms, according to RFC the RTO will be caculated as below:

RTO=max(minRTO, SRTT+max(G,4RTV))

and the result will not be 303ms, who can tell me the reason?
