This hints at a MTU problem in your network, and the proper fix is to
fix the MTU problem, not add config to the RR to work around it.

(It *could* be CoPP related as well - if the rate limits are too low, 
"large packets" can just cause a over-threshold-drop by a single packet.
Been there, got bitten by it :-) ).
