As Waris and others reply, I'm not sure whether this is a 
platform-specific issue, as every IOS- and IOS XE-based 
device I know of works this way.

IOS XR devices support application of QoS on the LAG.

Don't know what NX-OS does.

On modern IOS and IOS XE gear, however, I can't fathom why 
doing things the IOS XR way would not be possible.
