I used these commands, they worked.

rommon 1 > TURBOBOOT=on,disk0,format
rommon 2 > sync
rommon 3 > boot usb:asr9k-mini-px.vm-4.2.3

You need to install the image on disk0: as well, via the '(admin)#install
add' commands
