[c-nsp] Catalyst 6500 TCAM Allocation Adjustment with VSS

I tried two days ago.
I reloaded the standby switch, then i forced a switchover and reloaded 
the other switch.

The first switch became active, but maintained the old tcam values.
If you reboot one switch at a time, tcam setting remain inaltered.

In my situation it needed a full reboot to adjust tcam settings.
