[c-nsp] Nexus 3K (3048TP) and 10Gb twinax

Have seen the same issue with 3rd party twinax in the 4500X with latest
firmware, even with the unsupported transceiver command. Replaced them with
real Cisco cables, problem went away. Guess they have new microcode on the
twinax sfps now.
