[c-nsp] Etherchannel load-balacing change on live network

We don't have switch in lab but we have tons of 2960x and c3850 and
many many etherchannel port. it will be hard to go and reset their
interface.

Let me think about that how we can do this. Talk to CIsco and they
said it will blip network but they are even not 100% sure :(
