Dears Experts,

We are an ISP that is leasing an international circuit of 2 10G to connect
to level3 at Sofia-connect. The lease circuit is planned on two different
physical routes to provide protection. Now we need to send a device over
there to provide the following functionality:

1. Load balance between the two different 10G lease circuit, perhaps OSPF
with the local router, or any other suggestion.
2. Establish multi-BGP sessions with the ISP ( Full bgp routing table ) and
remote-peer sessions.
3. Should be able to provide HQOS functionality. The aim is that in the
case of congestion, the routers will prioritize a set of IP address range
and guarantee a certain percentage of the traffic.
4. To monitor the status of the lease circuit performance by O&M instances
or any other tools with the help of the local router so that we can tell
whether packet-loss/jetter is happening.

Can you please suggest a router model, A Cisco vendor is preferred and what
are the features that will perform this link performance monitoring.
