[c-nsp] LACP Nexus vpc down after server reboot

Thanks Gustav,

After unlimited try i found following issue, its on Linux server side,
as soon as i removed "downdelay=1000" option and restart server
everything works, my vpc came up immediately, now question is why does
nexus doesn't like that option?

BONDING_OPTS="mode=4 miimon=500 downdelay=1000 lacp_rate=1"

Changed to

BONDING_OPTS="mode=4 miimon=500 lacp_rate=1"
