[cisco-voip] CM down, features disabled

Do those phones have a call up on them?

I'm pretty sure you should only see that if the phone loses connection 
to its registered CM when it's got a RTP stream up.  Once you 
disconnect the RTP stream the phone should try and failover/reregister.
