[cisco-voip] Upgrade CM from 3.1.4a to 4.1.3

I have 2 CM servers, one running 3.1.4a and the other 4.1.3.  Can I
backup or copy the config from 3.1.4a to 4.1.3?  CM 3.1.4a is in use,
while other is on my desk for testing.
