[cisco-voip] 7970 phones not failing over in CCM 4.1.2

I'm thinking it's a bug too; I don't see why others aren't seeing it
though given the fact that it's awfully serious.  :-(!!

THANKS!!!!!! for your pointers.  I'm getting the distinct feeling it's got
something to do with the certificate stuff; unfortunately that's a key
component that our Security guys are worried about.  Rock>me<hard_place.
