You can set the TFTP server address as one of the DHCP options when the phone get's it's IP address. I believe it's option 150.
Are you looking for network/subnet wide changes or one-offs? I'm not aware of a way to change the TFTP server of only one phone other than manually editing it.

Is there a way to change the TFTP address of a phone programmatically or with a tool?
Trying to make a service which does that... which if the user has to do that through the services menu (the only way I know how), it sorta defeats the purpose...
