There is a busy greeting you can enable. 

If you have callwaiting enabled, you'll never get the busy greeting unless someone calls while the phone is off-hook or in the middle of dialing another user.

    Question on Unity. Does anyone know if it can differentiate between someone being on their line and the call going to voicemail or just no one answering and going to voicemail?
