[cisco-voip] Call Manager peformance counters

Resetting the MOH servers or IPVSM service resets the
counters on the Cisco MOH Device object
MOHOutofResources counter but not the Cisco
CallManager MOHOutOfResources counter. Each object has
it's own counter.
