If you are creating a PLAR to a destination, try the following:
  1.. Create a Partition called: PLAR_to_FrontDesk_PT
  2.. Create a Calling Search Space called: PLAR_to_FrontDesk_CSS and add the above partition as the only member.
  3.. Create a blank translation pattern in the PLAR_to_FrontDesk_PT with a transformation mask of the destination you want. You will have to assign the translation a calling search space which has access to the destination. If you don't already have one, you will have to create it.
  4.. Assign the line to which you want to PLAR the PLAR_to_FrontDesk_CSS calling search space. 
If you are creating a PLAR to simulate a ringdown to 9 to local PSTN, then you will have to create a seperate group of route patterns with simply @ and allow that phone access to those patterns. This breaks if you have any DNs in the <none> partition and will require extra work to fix. I haven't fully tested this, but it should work.
